THE SPECIFICS OF ENVIRONMENTAL LAW IN THE ARAL SEA REGION: THE REPUBLIC OF KARAKALPAKSTAN

This article analyzes the constitutional right of the population to a favorable environment, focusing on the Aral Sea region—specifically the Republic of Karakalpakstan. The legal status of the region as an ecological disaster zone was examined based on Articles 49 and 115 of the Constitution of the Republic of Uzbekistan, the 2021 UN resolution, and the President’s Resolution No. PQ-5202. The study identified legal gaps in the mechanism for compensating environmental damage. The research employed comparativelegal and statistical methods, alongside an analysis of judicial practice. Proposals are put forward regarding the establishment of an environmental compensation fund and the assurance of citizens' rights to reliable environmental information.
